Applications invited for Independent Person role

Do you believe in the importance of high standards of conduct in your Council? Are you interested in becoming an Independent Person to promote and maintain these standards?

As an Independent Person you would be a key part of the framework that the Council of the Isles of Scilly has in place under the Localism Act 2011 to ensure all Councillors abide by a locally adopted Code of Conduct. Should the need arise you may also be asked to sit on a panel to deal with disciplinary matters relating to senior staff.

The extent to which the Council will call on the services of Independent Persons mostly depends on the number of Code of Conduct complaints received and it is not expected that this will exceed a total of 5 days or part days per year. Last year the Council had 2 Code of Conduct complaints.

This is a voluntary role but a small allowance is payable and travel and subsistence expenses may also be paid.

Any person over the age of 18 is eligible to apply with the following exclusions. You must not:

  1. be a member, co-opted member or officer of the Council;
  2. be a relative or close friend of a person who meets the criteria of a) above; or
  3. have been a member, co-opted member or officer of the Council within the period of 5 years ending on the date you are appointed as an Independent Person.

You must be politically neutral and impartial in undertaking the role. We also ask that you have not been convicted of a criminal offence (other than minor traffic offences) in the last 5 years.

If you think you meet these criteria and would like to apply, complete the attached forms and return to:
