The annual meeting of Council took place on 20 May 2021 and saw new appointments across committees and roles within the Council of the Isles of Scilly. Cllr Robert Francis was re-elected unanimously as Chairman of Council. Cllr Frances Grottick was re-elected as Vice-Chairman. Cllr Grottick received 8 votes, with Cllr Avril Mumford receiving 6 votes.

Cllr Robert Francis, Chairman of Council, said: "I am very happy to have been re-elected as Chairman of the Council of the Isles of Scilly for another term and would like to thank my colleagues for their ongoing support. I will continue to work with my fellow councillors to strengthen and energise the relationship between our Council and our community. We are not yet out of the shadow of the pandemic, but the way in which the Council and community has pulled together in the past year has been inspiring and I am confident that by continuing to work together, we can look toward a bright and prosperous future for the islands. There is much to achieve in the near future and I will be doing my utmost to serve our council in the best interests of our community."
Cllr Frances Grottick, Vice-Chairman of Council, said: "I am delighted to have been re-elected as Vice-Chairman. Thank you to my colleagues for placing their faith in me once again. I will continue to work hard to support the Chairman and the wider membership to serve the community and the islands."
