Housing and Economic Needs Asessment 2025/26
The Council of the Isles of Scilly has commissioned Pragmatix Advisory to carry out a Housing and Economic Needs Assessment (HENA) to support the Local Plan review process.
This assessment will provide a clearer understanding of housing pressures, economic opportunities, and the lived experiences of residents and businesses across all five islands. The goal is to ensure future policies and planning decisions are based on robust evidence that reflects the realities of island life.
Pragmatix Advisory was appointed following a competitive selection process. Their proposal stood out for its strong understanding of rural and island communities, and its commitment to delivering accessible, locally relevant analysis. The Council has worked closely with the team to shape a cost-effective approach that draws on existing data and community input.
