Highway Licences

 

The Council of the Isles of Scilly is responsible for the coordination of street works, temporary highway licences and community events to make sure that congestion and traffic is managed safely, and that disruption on the roads is kept to a minimum. 

As the Council does not currently operate a permit scheme, statutory undertakers such as utility companies must also use the application forms as notification forms.

Please see below a list of Highway Licence Application Forms and accompanying guidance notes. Please make sure you read the guidance before completing an application.

We strongly recommend you get in touch with us prior to submitting an application. You can do this by emailing highways@scilly.gov.uk

 

  • Temporary Traffic Regulation Order/Notice (TTRO/N) Application Form | Guidance Notes – For anyone wishing to introduce a temporary restriction on the highway, such as a road closure or speed restriction.

 

  • Licence to Break Open the Highway  Application Form | Guidance Notes  – For anyone wishing to excavate on the highway to install new or repair exisitng apparatus. This form also serves as a Section 50 Licence Application for installing, amending, or inspecting apparatus (e.g., pipes or cables) within the highway.

 

  • Licence to install Scaffolding on the Highway Application Form | Guidance Notes – For installing scaffolding or other temporary demountable structures on or over the road or pavement.

 

  • Licence to work within Highway limits Application Form | Guidance Notes ­– For works on the road or pavement not covered by the above categories. This may include tree works, painting and decorating, hedge cutting, and similar activities.

 

  • Licence to store materials on the Highway Application Form –  For storing materials such as skips, containers, or pallets on the road or pavement.

Street work qualification requirements

Those working in or on the highway, including pavements, will need to ensure that suitable traffic management equipment is set out by a qualified street works operative and supervised by a qualified street works supervisor, and that where excavation works occur on the highway, a qualified street works operative is on site at all times while work is being conducted.

We encourage all contractors to hold their own street works qualifications. 

The Council understands that not all local contractors will be qualified to undertake this work. The Council can provide a Street Works Service using its trained staff and equipment. If you require this service from the Council please specify this in your application. If you would like to discuss this before hand, please get in touch. This is subject to availability, and we may not be able to meet your request.
