The Council of the Isles of Scilly would like to understand your views to help inform our Housing and Economic Needs Assessment (HENA) 2025/26, as part of the Local Plan review process.
With your help, this assessment will provide a clearer understanding of the local economy and housing pressures and give a picture of the future needs and lived experiences of residents and businesses across all five islands. The aim of the assessment is to ensure future policies and planning decisions are based on robust evidence that reflects the realities of island life. It’s part of the Council’s commitment to ensuring planning is transparent, inclusive, and responsive to local priorities.
We’ve commissioned Pragmatix Advisory to review the existing data and to collate and analyse new data on our behalf.
How to complete a survey or book an interview
If you live, own property, or run a business on the Isles of Scilly, we encourage you to help shape the future of housing by completing the survey that applies to you.
The deadline for all survey responses is 5pm on Friday 2 January 2026.
Please complete one survey per household and one survey per business. If you wish, you may submit responses for both your household and your business.

Next steps
All responses are anonymous and will be aggregated with other responses to get a full picture of the islands’ housing and business needs. This work will result in the creation of the Isles of Scilly Housing and Economic Needs Assessment 2025/26, which will form part of the evidence base for the Local Plan, and will be reported on at Full Council and published on our website.
