Public Spaces Protection Order: Dog Control

A public consultation on a proposed Public Spaces Protection Order in relation to dog control ran from Friday 29 April 2016 and concluded on Friday 10 June 2016.

At the Full Council Meeting on 2 August 2016 the Public Spaces Protection Order was approved.

The Public Spaces Protection Order will commence on 1 October 2016.

The particulars of the Order are as follows:

Dog Fouling
To create an offence if a person in charge of a dog fails to remove and suitably dispose of its faeces forthwith.

Seasonal Beach Exclusion
To continue the seasonal exclusion of dogs from Porthcressa Beach, Porthmellon Beach and Old Town Beach (from 1 May until 30 September inclusive).

Permanent Exclusion Areas
To create permanent exclusion areas at:

St Mary's

  • Parade Park, Hugh Town
  • Five Islands School MUGA pitch, Old Town
  • Five Islands School Playing Field, Old Town
  • Isles of Scilly Skate park, Old Town
  • Garrison Playing Field, The Garrison
  • Garrison Children’s Play Area, The Garrison
  • Porthcressa Children’s Play Area, Hugh Town

 

St Agnes

  • St Agnes MUGA Pitch
  • St Agnes Primary School Green

 

Bryher

  • Bryher MUGA Pitch
  • Bryher Community Centre, Children’s Play Area

 

St Martin’s

  • St Martin’s Enclosed Tennis Courts

 

Dogs on Leads – Designated Streets
A ‘dogs on leads – designated streets’ (as specified in the PSPO) rule be effective from the hours of 8am to 6pm during the tourist season 1 May until 30 September inclusive. 

Dogs on Leads – Church Grounds
To introduce a requirement for dogs to be kept on leads in designated church grounds as specified in the PSPO.

Dogs on Leads – Bird Breeding Areas
To introduce a requirement for dogs to be kept on leads in designated bird breeding grounds during  the breeding season 1 April to 30 September inclusive as specified in the PSPO.

Dogs on Leads by direction of an Authorised Officer
To introduce an offence to fail to put a dog on a lead when directed to do so by an Authorised Officer.
