Application process for a Ennor Farm self and custom build plot

The Council of the Isles of Scilly and Cornwall Community Land Trust (CCLT) have been working to progress the site known as ‘Ennor Farm,’ in Old Town, St Mary’s for the delivery of 12 serviced self or custom build plots. These plots will be owned and developed by households who wish to pursue the self or custom build route to home ownership following successful allocation.

The Council will determine which households are eligible for this scheme and how they must be prioritised according to the points-based criteria within an Allocations Policy, which can be viewed, along with individual ‘plot passports’ on our IOS Self & Custom build project: Old Town Page. Cornwall Community Land Trust will be responsible for determining which plot is allocated to each household.

In parallel to the Allocations process, the Council and Cornwall CLT continue to work with prospective contractors to plan the site preparatory works on the Ennor Farm site. This first stage of the Allocations Process will allow the Council and Cornwall CLT to work directly with eligible applicants interested in pursuing a self or custom build to ensure the site works we are currently working to commission are suitable.

How to apply for a plot

The application pack, including a range of information to support your application, is available to view and download on the right-hand side of this webpage. This pack includes the following documents:

  • Application form
  • Appendix A: Checklist of Required Evidence. This document further explains the evidence required within the application form and enables applicants to check that they have provided everything necessary before they submit their application.
  • Appendix B: Application guide. This document explains each step of the application process, expected timescales and where to find additional supporting information about the project and the proposed plots, including the approved Outline Planning permission. It also includes a list of indicative house build prices, compiled by CCLT based on other projects they are involved with.
  • Appendix C: Cornwall Community Land Trust (CCLT) Additional Information. This document includes more detail about the anticipated conditions of sale and how they will be managed by CCLT.

As part of the eligibility assessment, you will need to confirm you meet the criteria of Specific Local Need by completing one of the three applications available on the Planning webpage. These applications can be submitted alongside the Application Form for a self and custom build plot. Please be aware that confirmation of eligibility for a self or custom build plot following application places no obligation on you to progress with any purchase of a plot at this stage, nor does it guarantee that you will be allocated a plot by Cornwall Community Land Trust at the next stage. You will be given ample time to consider whether you wish to progress, as well as further information on your options. All applications for a self and custom build plot must be received between 12 noon on Friday, 31 March 2023 and 4pm on Friday, 5 May 2023.

The Housing Delivery team will acknowledge receipt of your application. We may also be in touch if any further information is required at a later stage.

The assessment period will take 3 working weeks following the applications deadline and applicants will be contacted to confirm whether their applications are eligible.

How we handle your data

The Council of the Isles of Scilly is inviting applications for self and custom build plots on the site known as ‘Ennor Farm’ in Old Town, St Marys. The information provided through this application process will allow the Council of the Isles of Scilly and its partner, Cornwall Community Land Trust (CCLT), to confirm eligibility for the scheme and assess the prioritisation of applicants outlined through the adopted Allocations Policy. This requires personal and financial data to be collected. The Council will use this information only for the purposes of assessing applications for this project.

The Council of the Isles of Scilly has partnered with Cornwall Community Land Trust (CCLT) to progress this project and CCLT will act as moderator for the assessment of these applications. The information relating to Specific Local Need compliance will need to be shared with the Council’s Local Planning Authority to confirm you meet the requirements under the Council's Specific Local Need policy.

We will hold your information in connection with this process for a maximum period of two years from the date you supply it. After two years we will remove this information from our records, unless you explicitly request otherwise. CCLT will retain your information for longer to allow for allocations to progress and plot transfers to complete, following your consent for them to do so.
