Have your say on Climate Adaptation Scilly projects for Bryher and St Agnes

At the meeting of Full Council on 16 December 2025, Councillors approved several project proposals for consideration as part of Phase 2 of the Council’s Climate Adaptation Scilly programme of sea defence works. Details of these projects can be read in full on our Climate Adaptation Scilly webpages.

As work on the Climate Adaptation Scilly programme was paused in 2024, Councillors and officers supporting Phase 2 of the programme now want to understand more about which options are preferred by the community, and why. This is to ensure that decisions on which options to progress, using the remaining Environment Agency Grant in Aid funding, can be based on up-to-date information.

The proposals for Bryher and St Agnes will be considered first as these are priority schemes identified under Phase 1, so we're inviting those communities to respond to an online survey and will be running drop-in sessions on both islands in the first week of February 2026.

For St Agnes, we need to bring the community up to speed with plans to complete the work to raise the embankment at Periglis which was planned for Phase 1, and to gauge current levels of support for demountable sea defences.

For Bryher, we will be seeking to establish which proposals the community as whole thinks should be prioritised following feedback received during Phase 1.

Climate Adaptation Scilly Phase 2 Survey - Bryher and St Agnes

Drop-in sessions on Bryher and St Agnes

The details of the drop-in sessions and the proposals for Bryher and St Agnes are as follows:

Bryher

Date of drop-in session: Wednesday 4 February 2026

Time: 12:00-14:00 

Venue: Bryher Community Centre 

Project proposals: 

  • Embankment at Green Bay 
  • Drainage works at The Green

St Agnes

Date of drop-in session: Friday 6 February 2026 

Time: 12:00-14:00 

Venue: St Agnes Island Hall

Project proposals: 

  • Raising the embankment at Periglis 
  • Demountable sea defences at Periglis

The drop-in sessions are intended to give the community a chance to refamiliarise themselves with the proposals for each island, and to discuss any new considerations with the Council officers supporting Phase 2 of the programme, before funding is fully committed and works begin.

Phase 2 of the Climate Adaptation Scilly programme will run from January 2026 until April 2027. The project will be funded entirely by £1.4m of Environment Agency Grant in Aid (GiA) funding. 

The Climate Adaptation Scilly programme has been made possible through grants totalling £11.38m from the Environment Agency and European Regional Development Fund, and has already delivered the Resilient Islands Strategy, rainwater harvesting infrastructure for 20 businesses, and reduced flood risk for over 120 properties through new and improved sea defences on St Mary’s, St Agnes and St Martins. The first phase of the project ran from February 2021 to April 2024. You can find more information about Phase 1 of the project on the Council website.
