The Council of the Isles of Scilly Annual Carbon Report 2025 was published in August 2025 and is attached to the right hand side of this page.
The report revealed a 75% reduction in carbon dioxide emissions compared to the 2019/20 baseline, largely driven by the Council’s transition to a zero-carbon energy tariff in 2023/2024.

This was the first Annual Carbon Report to be published since the adoption of the Climate Change Action Plan 2022.
The publication of an Annual Carbon Report is central to the Council’s ambition to become a carbon neutral organisation by 2030 – a commitment which was first made in response to the Five Islands Academy’s ‘Strike for Climate Action’ in 2019.
As a major local employer and organisation of influence within the community, the Council remains committed to addressing the interconnected challenges of net zero, climate adaptation, and biodiversity loss, and will keep the community informed of its progress towards becoming a zero-carbon organisation by 2023.
