Public consultation on reinstating the Public Spaces Protection Order for dog control on the Isles of Scilly

The Public Space Protection Order public consultation is now closed. Thank you to all those who have taken the time to complete the survey. A Public Spaces Protection Order (PSPO) in relation to dog control has been in place on the Isles of Scilly since 1 July 2020. The order applies on all of the islands except Tresco and empowers the Council of the Isles of Scilly to issue spot fines to anyone in charge of a dog who, without a valid exemption:

  • fails to remove and suitably dispose of its faeces on land covered by the order
  • permits the dog to enter an exclusion zone in a designated area
  • fails to put and keep a dog on a lead in specified designated areas
  • fails to put and keep a dog on a lead when directed to do so by an authorised officer

In the Corporate Plan 2022-26, the Council committed to ‘tackling public nuisance issues, such as excessive noise and dog fouling by working with the community and considering restrictions and enforcement options where necessary.’ As the current PSPO expires on 1 July 2023, we are seeking views from the public on our intention to reinstate the PSPO for a further 3 years, as we believe it to be an effective deterrent.

We need your feedback to ensure the PSPO remains relevant and proportionate and are inviting comments from residents and visitors to the islands (whether dog owners or not) on all aspects of the order via a short survey.

The survey was open for eight weeks from 13:00 on Friday, 3 March 2023 until 16:30 on Friday, 28 April 2023.

What’s happens next?

Following the Public Consultation, the Environmental Health team will collect the findings and put together a PSPO 2023 report. This document will state the results of the consultation, and make recommendations for the PSPO 2023. It will then go to May Full Council for councillors to approve, postpone, or reject the proposals.
