The Council have introduced a new set of Highway forms for the issuing of Highway Licenses. The new forms are as follows:
- Temporary Traffic Regulation Order/Notice Application Form (TTRO) – This application form should be used by anyone who wants to introduce a temporary restriction to the Highway, for example, a road closure, speed restriction, or parking suspension.
- License to Break Open the Highway Application Form – This application form should be used by anyone who wants to excavate on the Highway. If you are installing, amending, or inspecting apparatus in the highway (such as pipes or wires), this form also acts as a Section 50 License Application Form.
- License to install Scaffolding on the Highway Application Form – This application should be used by anyone who wants to install scaffolding or other temporary demountable structures on or over the road or pavement.
- License to work within Highway limits Application Form – This application should be used by anyone who wants to conduct works on the road or pavement which are not covered in the above categories. This can include but is not limited to tree works, painting and decorating, hedge cutting, etc.
- License to deposit materials on the Highway Application Form – This application should be used by anyone who wants to store materials in skips, containers or on pallets on the road or pavement.
- License to install street decorations Application Form – This application should be used by anyone who wants to put out bunting, banners, lighting or other street decorations on or over the road or pavement.

As the Council does not currently operate a permit scheme, statutory undertakers such as utility companies must also use the above application forms as notification forms.
Street work qualification requirements
Anyone who is working in or on the highway, including pavements, will need to ensure that suitable traffic management equipment is set out by a qualified street works operative and supervised by a qualified street works supervisor, and that where excavation works occur on the highway, a qualified street works operative is on site at all times while work is being conducted.
We encourage all contractors to hold their own street works qualifications.
