Local Plan Submission (Regulation 22)
The Isles of Scilly Local Plan 2015 – 2030, as of the 30th September 2019, has been submitted to the Secretary of State in accordance with the Local Plan timetable, the Local Development Scheme (LDS8). The LDS8 was subject to Member approval at Full Council in June 2019. The Plan will now be subject to an independent examination by a Planning Inspector. This part of the local plan process is called Regulation 22. Please follow the latest Local Plan News on the Examination webpage here for the latest information about the progress of the Local Plan.

Who oversees the process now
The Planning Inspector's task is to consider the soundness of the submitted plan, based on the criteria within paragraph 35 of the National Planning Policy Framework. The inspector will also consider whether the plan has been prepared in accordance with the duty to co-operate and whether it meets the legal and procedural requirements.
The Programme Officer, Mrs Jo McCabe, who works on behalf of the Planning Inspector, will organise and manage the administrative and procedural matters of the examination process and is the point of contact for any queries in relation to the examination or correspondence with the Inspector. What is the process
The examination is likely to include a series of hearings on what the Inspector deems to be critical issues affecting the Plan. Respondents who made representations proposing changes to the Plan during the consultation on the Plan (Regulation 19) may be invited to take part in a hearing.
Those selected by the Inspector will be contacted by the Programme Officer once the hearing timetable has been finalised.
During the examination period, the submission and examination material will be available to be viewed by the public.

A printed copy of the submission materials will also be available to view at the Council Offices at the Town Hall on St Mary’s and St Mary’s Library on Porthcressa. The Local Plan will be at deposit venues on each of the Off-Islands at the Community and Island Halls on St Agnes, St Martins, Tresco and Bryher.

What happens next?
Isles of Scilly Local Plan Examination in public will start on Tuesday 21 January 2020 to Friday 24 January 2020 at the Old Wesleyan Chapel, Garrison Lane, St Mary’s, Isles of Scilly, TR21 0JD. There will be a morning and afternoon session on each day.
A draft programme indicating the matters to be discussed at each hearing session is attached to this email although you should be aware that it may change. Details concerning the finalised programme are set out in paragraph 25.
Three documents have been added to the library outlining the Draft Programme for the hearing sessions, MiQs and guidance note, please pay particular attention to the guidance note(EX03).
